Planner Adam Holland presented Z202601, noting the property is vacant and adjacent to highway-commercial uses farther west. "Staff has found that this request is consistent with the comprehensive plan, surrounding uses and zoning, generally accepted planning principles, and the criteria for approval in the LDC," Holland said.
A nearby resident, Juanita Salinas, asked what rezoning would mean for her home and expressed concern about potential future development and property impacts. Commissioners emphasized this hearing addresses zoning for the land only; no development plan had been submitted. The chair explained that the rezoning would go to two City Council hearings — a first reading and then a final reading where the council would make the ultimate decision.
Commission discussion focused on required screening toward adjacent residences if the parcel is developed commercial and on the site’s visibility from I-20; commissioners stated the location is appropriate for commercial use given the highway frontage. A motion to recommend approval passed and will be forwarded to City Council for the two required readings.
