Planning commission recommends approval of contractor-services CUP at 8050 Buffalo Gap Road

The City of Abilene Planning & Zoning Commission on Monday recommended approval of a conditional-use permit for contractor services at 8050 Buffalo Gap Road, sending the item to City Council with conditions requiring outdoor storage and trailers be screened from public view and the parking lot be paved and striped to meet current standards.

City planner Kiara Velois presented CUP 2026-01 on behalf of the applicant, DHS Ventures, explaining that contractor services require a conditional-use permit in the general commercial zoning district and that staff recommended approval with conditions. "Staff recommends approval subject to the following conditions, the plan of operation, outdoor storage, including trailers, must be screened from public view, and the parking lot must be brought up to the current standards," Velois said.

A neighboring business owner, Kevin Seney of Peak Roofing, told the commission he was unfamiliar with the process and questioned the cost and timeline for paving a gravel lot and what constituted adequate screening. Planning staff (Tim) explained the property’s prior nonconforming status ends when a new CUP is sought, which triggers current parking standards and that typical screening is fencing or landscaping to block the view from Buffalo Gap Road. "It can be fencing, landscaping that would hide it from public view," the staff member said.

Commissioners said requiring screening focused on the frontage along Buffalo Gap Road and upgraded paving would improve the corridor. Commissioner (speaker 3) moved to recommend approval with the staff conditions; the motion carried. The recommendation will be considered at the two required readings before City Council for final action.

The commission noted the CUP will include a six-month compliance window in which the applicant must meet the conditions or the permit may lapse. No final council action occurred at the meeting.
