At the meeting staff reported to the Architectural and Preservation Commission that the City Council adopted a policy establishing thresholds for review or possible revocation of conditional use permits tied to noise and entertainment complaints.
Staff said the adopted thresholds include examples such as "two or more uncontested or upheld citations within 30 days" or "three over a 180-day period," language intended to give the city some "teeth" to enforce conditional use permits if businesses repeatedly breach noise or nuisance limits. The staff report identified La Popular as a recent example that prompted the revision and said the new language is intended to be applied consistently across similar uses in the village.
Council also approved a contract for renovation work on the pergola at Padua Hills Theater to repair dry rot and water damage, staff reported.
Staff previewed upcoming agenda items for the Commission, including a return of a proposal for 1155 Harvard Avenue and possible mid-century modern register nominations (including a house at 315 Teasdale). Staff said coordination with Claremont Heritage and production of focused context statements would help package groups of properties for the register and that more reports would return to the Commission for review.
A commissioner noted a potential recusal at an upcoming meeting and the group discussed whether the commissioner should remain for portions of the session. Commissioners also discussed a separate public-art mosaic proposal that will require additional structural and design review and further community engagement before final approvals.
