The chair then announced, “Number 4 is a closed executive session,” citing the Texas Government Code. On the record the council cited Texas Government Code sections 551.071, 551.072 and 551.074 as the authority for the closed session. A correction was made on the record clarifying the citation to 551.072 (it was misstated earlier as 552).
Those code sections are commonly cited by local governments to permit consultations with legal counsel (Gov. Code §551.071), deliberations about real property (Gov. Code §551.072) and certain personnel matters (Gov. Code §551.074). The chair said the council would recess into the closed session and return for the regular meeting at 6:43 p.m.
