Round Rock council authorizes energy contracting delegation and approves multiple roadway and utility contract adjustments

Energy procurement: Staff described the city’s position in Texas’ deregulated electricity market and recommended authorizing the mayor to delegate to the city manager the authority to execute one or more retail electric supply contracts when market pricing is favorable. Staff noted the city is under contract with Constellation Energy through July 2027, is working with Tradition Energy as its procurement advisor, and is looking to hedge roughly half of projected future needs at per‑kWh prices staff cited in the 6–6.5¢ range. Council approved the delegation resolution on a recorded vote.
Infrastructure contracts and closeouts: Council approved a supplemental contract with Kimley‑Horn to design a wastewater upsizing project (~$243,000), a $367,000 quantity adjustment change order for the Red Bud North road widening (with the engineer covering about $236,000 tied to an engineering error), a $145,000 reduction to the Greenlawn Boulevard contract (from $13.9M to $13.8M) to allow immediate mobilization, and an award to Lone Star Site Work LLC of about $172,000 for a left‑turn lane on Forest Creek Drive. The council also approved final closeout and quantity adjustments on the Arterial Street Maintenance Program (~$355,379.82 closeout) and the 2024 residential street maintenance program (a reduction of about $435,960 bringing the contract to roughly $4,767,023). These items were presented by city staff with typical project detail; council recorded roll‑call votes and approvals were unanimous.
Grant authorizations: Staff asked council to authorize submittal of several CAMPO STBG grant applications for corridor widening and extension projects totaling $93 million in project cost with an estimated $55 million request from CAMPO; council authorized pursuit of those grant submissions.
What this means: The energy delegation gives staff and the city manager flexibility to lock multi‑year energy contracts when beneficial; the contract adjustments and awards advance multiple pavement, drainage and intersection improvements already in the city’s capital program. Council members said they will continue to monitor traffic operations and signal timing as projects move into construction and to work with residents on non‑infrastructure traffic behavior where enforcement or education might help.
