Council asks staff for facilitated retreat discussion on rules and procedures, flags mayoral authority questions

The town attorney presented a report comparing the council’s rules and procedures to guidance from the Wyoming Association of Municipalities and Robert’s Rules, identifying areas where local rules expand mayoral authority and differ from best-practice guidance on chair impartiality, debate limits, voting procedures and agenda control.

Town attorney Miss Claesano summarized specific misalignments: the council’s rule allowing members to participate virtually up to three times in a rolling year and giving the mayor authority to permit additional virtual participation; language that allows the mayor to move, second, debate and vote from the chair; a provision treating failure to voice a vote as an affirmative in some cases; and mayoral ability to change the order of business. Claesano set out three options: retain the status quo, direct staff to draft targeted changes, or include a facilitated discussion at the upcoming retreat.

Several councilors said they preferred a facilitated session to discuss the scope of potential changes and the relationship between formal rules and working agreements. One councilor emphasized balancing privacy and access for members with appropriate checks on mayoral discretion; others suggested starting from a statement of how the council wants to function and then letting rules and agreements follow. A motion to direct staff to include a facilitated discussion on rules and procedures at the 2026 town council retreat passed unanimously.

Council direction asks staff to scope the retreat discussion, surface options for targeted changes, and return with materials so that the retreat facilitator can help prioritize and operationalize any revisions.
