Town manager announces $2.2M in state grant applications for affordable-housing projects

Town staff told the Jackson Town Council on Jan. 5 that it plans to submit two applications to the Wyoming Office of State Lands and Investments to support unmet housing needs. The applications would request $1.2 million for a project referred to as S4 Flats (listed as 910 and 915 Simon Lane) and $1,000,000 for infrastructure tied to a 90 Virginia Lane project.
Town Manager (Speaker 11) said the town’s consultant, Sustainable Strategies, has reviewed minimum qualifications and that the town appears to meet program requirements. He said the Wyoming Business Council and the State Lands and Investment Board will review applications; the council will receive a public hearing on Jan. 20 and the submission deadline is Jan. 30. Staff emphasized that the town may choose whether to accept awards if offered.
Councilors asked whether the two applications compete for the same statewide funding pool (staff said the program had about $5 million statewide and that multiple applicants could affect awards and prioritization). Councilors asked staff to return with additional prioritization analysis on Jan. 20 so the council could consider whether to pursue both applications or prioritize one.
No final application approvals were made at the Jan. 5 meeting; staff will bring formal application materials and a public hearing on Jan. 20.
