The City Council voted unanimously Feb. 12 to approve a planned-development district using an MX base to permit a 24-hour center-based daycare at 2502 Mentor Lane without a conditional-use permit. Tim Littlejohn, director of planning and development services, outlined zoning options and staff's recommended approach; the item followed a public hearing with testimony from applicant representative Megan Dunbar.
Dunbar told council the facility would be fenced with controlled drop-off and pickup routing (enter Bel Air Drive, exit Mentor Lane), provide staggered drop-off windows and offer transportation to limit vehicle trips; she said capacity under design is roughly 120 children. "I'm a single mother... I know that it's hard to find childcare, especially like working overnights," Dunbar said, explaining the 24-hour model responds to workers with overnight and nontraditional schedules.
Council discussed neighborhood concerns about traffic and noise at planning and zoning and agreed the MX + PD approach protects neighbors while allowing the needed childcare service. Councilman Price moved approval; the motion passed by voice vote.
