Committee seeks clearer reconciliation and a repeatable process for capital lists before town meeting

Capital Improvement and Planning Committee members and select-board representatives agreed March 9 that the town needs a clearer, repeatable process to reconcile capital lists across the capital committee, the select board and the advisory committee.
Committee members said this year’s capital planning involved more changes than in past years, and some smaller items (radios, sights, a small tractor, Internet to the hill) were not included consistently across drafts. Members asked staff to produce a side-by-side comparison showing what was included in previous presentations and what currently appears in the warrant drafts so department heads can see where items landed.
Select-board representatives proposed a "vertical" workflow to allow the committees and boards to view the same drafts and approvals as they proceed through the warrant-routing process. Committee members volunteered to help draft a standard operating guideline to track items and capture approvals and changes; the group agreed to pursue process work after town meeting.
The chair asked members to coordinate with department heads and to bring a reconciled package back to the committee so the group can finalize recommendations that will appear on the warrant.
