Planning staff presented a specific-use permit request on Dec. 10 to allow continued use and planned improvements at an above-ground Harris County groundwater treatment plant near Fondren Road. Staff recommended approval with conditions including an odor and noise control plan, application of CF district height/area regulations, landscaping buffer yards along East Hampton Circle, and a parking plan.
Jonathan Lee, representing ANS Engineers and the Harris County Water Control and Improvement District, said the operator prefers chain-link fencing for security and that the project team is willing to follow the recommended landscape buffer along East Hampton Circle. Staff noted notices were posted in November and that at the time of the hearing there had been no support or protest letters filed.
After closing the public hearing, the commission voted to approve the SUP with the conditions recommended by staff and to forward a positive recommendation to City Council for final action. The conditions require the applicant to submit the odor/noise mitigation plan and a final parking plan as part of the site-plan review.
