The Missouri City Planning & Zoning Commission on Feb. 11 approved several Sienna subdivision preliminary plats and a clarification to Specific Use Permit No. 169 that will explicitly allow a place‑of‑assembly event center.
On the consent agenda the commission approved the preliminary plat for Sienna River Parkway Phase 2. Commissioners also approved a revised concept plan for a C & O area redesignating some proposed lots as open space, the preliminary plat for Sienna Section 74 (staff noted 38 lots, three reserves and two blocks), and concept plan and associated plats for Sienna 5B that update roadway and stub‑out locations. The commission approved a preliminary plat for Sienna Lakes Drive Phase 4 and related street dedications and carried a separate motion approving Sienna Lake Scribe Dedication Phase 5.
Staff recommended and the commission approved a 30‑day extension for review of the Santa Town Center commercial‑site replat to allow additional staff review and to reschedule the postponed item.
In a separate public hearing, staff presented a request to amend Specific Use Permit No. 169 to explicitly allow development of a roughly 16,500‑square‑foot event center — including an assembly hall, outdoor pavilion, lounge and conference rooms — with an estimated interior capacity of about 600 people on the northwest corner of Sienna Springs Way and Sienna Springs Boulevard. Staff reported that one protest letter was received during noticing but recommended approval. The commission closed the public hearing and approved the SUP amendment by motion.
Votes recorded in the meeting transcript show motions carried on each of these items; no regulatory ordinances or funding appropriations were adopted at the meeting.
Next steps: the Santa Town Center replat item was rescheduled for later consideration after the 30‑day extension; the SUP amendment takes effect subject to any site‑plan or permitting steps required by city code.
