Newark Council approves zoning and infrastructure measures; votes at a glance

The Newark City Council on its regular meeting approved a package of ordinances and resolutions covering zoning changes, right-of-way vacation, sewer construction authorization, a water loan agreement and several budget measures.
Two zoning ordinances were adopted after public hearings: Ordinance 25-41 rezoning property described at 165 South 30th Street from a business district to a two-family residential (TFR) classification, and Ordinance 25-42 rezoning parcels at 200 Day Avenue from single-family/high-density to high-intensity business, with the planning commission’s recommendation that buffering and landscaping be included. Clerk Amy read the ordinances and the council approved both measures by recorded roll-call votes.
On other land-use and infrastructure items, the council passed Ordinance 26-03, vacating a 16-foot alley in Fairview Acres (between Morgan Avenue and Bonner Street), following a second reading and a roll-call vote. Resolution 26-07 authorized the director of public service to accept bids and enter a contract (subject to appropriation) for the Granville Road sanitary sewer relocation project (project 2021-11) and was adopted by the council.
Finance and project actions included adoption of Resolution 26-10, authorizing the director of public service to apply for and enter into a Water Pollution Control Loan Fund agreement for planning, design or construction of a wastewater project (North Separation project phase 1), designating a repayment source and declaring the matter an emergency; the council adopted the resolution by roll call. Resolution 26-12 approved cooperation with the Ohio Department of Transportation to construct a multiuse shared path and branch replacement on Granville Road. The council also waived the two-day reading requirement and adopted Resolution 26-13, appropriating moneys for current municipal expenses.
Most motions were carried by unanimous recorded votes; several items on first reading (including a municipal-court staffing ordinance, Resolution 26-08 and Resolution 26-09) were held for further consideration at the next meeting. The council scheduled follow-up and committee meetings as appropriate and closed the session after final announcements.
