Council approves water and wastewater connection for North South Park Area 1, formalizing service for 600 units

The Jackson Town Council unanimously approved on Feb. 2 a developer's request to connect North South Park Area 1 to the town's water and wastewater systems, a step staff said formalizes an existing agreement to provide service for up to 600 residential units.
Town Engineer Lance explained the three-step county-to-town connection process for county properties and said staff's analysis found the town has capacity for the proposed connections. He said the Gill family (developer partners) previously provided land and an easement for a well house and that the town had agreed to serve 600 units under a prior well agreement. "The request is for 600 units," Lance said, adding that the current action formalizes the earlier service commitment and moves the project into the connection-use agreement and permitting phases.
Councilors asked when fees and capacity charges would apply; Lance responded that the connection agreement becomes effective on its effective date and that capacity fees are collected by permit at the time infrastructure is permitted. For single-family lots the town will collect fees when infrastructure is built; multifamily tiers will be handled at building-permit stages.
An applicant representative thanked staff and noted the project has been under review for about six years and emphasized collaboration on housing goals. Councilor Beaman moved to approve the connection request subject to the conditions in the staff report; the motion passed unanimously.
Staff indicated a returned connection-use agreement and subsequent permitting steps will follow council approval.
