Staff said donations and some in-kind county contributions exist, but additional county funds or partner commitments may be needed for construction. The staff member also noted that a $100,000 childcare grant option carries Davis-Bacon wage requirements that could increase overall project costs and administrative burden.
Commissioner discussion focused on timing and donor expectations. "It won't get any cheaper," a committee member said, urging the board not to delay. Commissioner Waller moved to proceed with design engineering; Commissioner Koticki seconded. The motion carried.
Staff said the next steps include completing site plans and issuing RFPs for bid packages; staff will report back as bids and firm estimates are collected.
The board's vote authorizes spending on design engineering only and does not finalize construction funding or contract awards.
