Round Rock council approves construction, bridge and equipment contracts totaling tens of millions

Old Settlers Park: Council adopted a resolution authorizing a guaranteed maximum price (GMP) amendment for the Old Settlers Park multipurpose complex expansion (package 3D) presented as approximately $49,728,161. Staff described two new championship fields (one synthetic, one natural), four additional practice fields, three small support buildings (Buildings A–C), restrooms, concessions and roughly 600 new parking spaces. "This GMP is for the multipurpose complex expansion and improvements, 3D, and it comes in at 49,728,161," the project presenter said. Council moved, seconded and approved the resolution by roll call.
Harold Parkway bridge: The council approved a GMP amendment (package 3A/0.3) of roughly $7,072,999 to replace a low-water crossing at Chandler Branch with an elevated bridge and tie in pedestrian sidewalks; staff said construction would begin January 2026 with substantial completion targeted for December 2026.
Gattis School Road Segment 6: Council awarded the Gattis School Road Segment 6 construction contract to Smith Contracting as the low bidder at approximately $20,400,000. Staff noted TxDOT will contribute about $9,100,000 toward the project. The contract covers a six-lane divided roadway extension, three traffic-signal upgrades and is expected to last about two years with completion targeted in 2027.
Other items: Council approved a 60-month equipment maintenance and repair contract with RDO Equipment Company (approx. $600,000) for service on the city’s fleet and a professional-services contract with Raftelis Financial Consultants for a water/wastewater rate study (~$121,000) to produce retail and wholesale rate recommendations for FY27–FY29.
All motions were passed by voice or roll-call votes as recorded in the meeting. Council members who moved and seconded motions included Councilmember Fleming and Councilmember Ortega; roll-call votes were recorded as affirmative across the council for these items.
