Commission recommends PUD amendment to allow overhead power lines along Irvin Street

Senior planner Caitlin King presented a proposed amendment to the Duncan Planned Unit Development to allow three-phase overhead power lines along Irvin Street. King said the PUD originally restricted overhead lines but the city’s Unified Development Code permits overhead facilities along arterial roadways; the amendment would align the PUD with the UDC.
Commissioners asked why the amendment was necessary; King said the original PUD language explicitly prohibited overhead lines on Irvin and that the developer is asking the PUD to conform to the city’s current rules. The developer offered compensating improvements: the PUD amendment would require the developer to construct the remaining two lanes of Hobbs Road from Irvin Street to Buckeye Drive per a transportation development agreement.
Commissioners also discussed pole materials and impacts to nearby properties. King said the PUD language specifies concrete poles unless otherwise permitted by the executive director of development services; overhead facilities would be placed in right-of-way or easements and staff confirmed notice within 200 feet of the tract had been provided. The commission moved and approved a recommendation to city council to adopt the PUD amendment.
