Resident urges free Saturday parking downtown; board approves RFP, bookkeeping contract and legal counsel

Juanita Fontaine said Saturday meter-free parking helped revive downtown activity in places where she previously lived and said attendees at a recent parade were ticketed despite the event. "People were very upset that everybody got a ticket," Fontaine said, and she opposed proposals to push enforcement beyond 6 p.m. to capture late-night bar traffic.
Fontaine also asked about large downtown signs and decorative towers reportedly planned for Iturbide Street, saying she had not seen the towers and questioned whether the improvements would attract the right customers for downtown businesses.
After public comment the board moved through several routine actions. The board voted unanimously to:
- Approve board rules, policies and procedures (motion carried unanimously). - Authorize creation and issuance of a request for proposals for banking/depository services so the board can solicit proposals from multiple banks (motion carried unanimously). - Accept the resignation of Justin Heather, the district director who has taken a job in San Antonio (motion carried unanimously). - Authorize a bookkeeping and financial recordkeeping contract with ONOG Business Consulting, LLC (DBA Flash Tax Service) for services not to exceed $10,000 annually; the contractor’s cited rate is $38 per hour and will provide bank reconciliation, monthly reports and assist with audit needs (motion carried unanimously). - Approve an engagement letter with Allen Boone Humphreys Robinson LLP for general counsel services with authorization to spend up to $10,000 for the current fiscal year; Angie, a partner with the firm on speaker phone, described ABHR’s experience representing special districts (motion carried unanimously).
The meeting closed with no announcements and the board adjourned.
