Residents tell Rowlett council of unpermitted addition causing drainage damage and voice alarm over soccer complex plan

Three residents addressed the Rowlett City Council during the Jan. 20 work session public-comment period with complaints about property impacts and the city’s decision-making process.
Denise Eljougie said a structure at 6602 Warwick Drive had been ordered to conform to a five-foot setback or be removed but remained in place and had been built without permits. "In the last 5 years, a structure at 6602 Warwick Drive was ordered to come to compliance with a 5 foot setback or be removed," Eljougie said, and she described foundation problems, cracked bricks, gaps around a window frame and water intrusion that she attributed to the neighboring addition.
Hassan Eljudin also described longstanding problems with a neighboring structure he described as unpermitted and enlarged without inspections. He said the addition has narrowed his side yard to about two feet, leaving him unable to use a lawnmower, and causes standing water that soaks the area near his AC unit. Eljudin said he has submitted photos and complaints to the city and urged council action.
Taylor Van criticized a recently announced soccer complex and argued that parklands should be protected under Texas law. "Just like the new soccer complex that was dumped on us today," Van said, and urged the council to explain why alternatives or existing facilities wouldn’t suffice, to disclose funding sources and to follow required posting and process for meetings and decisions.
Council did not take action during citizens input. The chair noted that public comment is not a forum for immediate council action but referred concerns to staff; no votes or directives were recorded on the record at this meeting.
