Staff said the applicant proposed removal of nine significant trees and one heritage tree to accommodate building footprint, grading and infrastructure, and that mitigation would be achieved through a credit of 371 caliper inches plus a payment in lieu; staff said the payment calculation should be $48,000 and identified a heritage removal fee of $8,100 (based on 27 caliper inches at $300 per inch).
A resident who identified herself as Fumie, of 702 Ridgeview Drive and a longtime Leander resident, spoke during the item’s public‑comment period. She urged commissioners to consider the impacts of ongoing development on current residents, saying traffic and water scarcity are worsening and asking, "where does the quality of life for the people who live here come into play?"
Commissioners asked no substantive follow‑up questions on the record and moved to approve the request; the motion passed unanimously. Staff reminded the commission that mitigation fees noted in the packet are due with site development permits if the request advances.
The commission’s action was a recommendation to City Council, which will have final authority to issue any heritage‑tree removal permits and collect mitigation fees.
