Rowlett renews emergency-response pact with Dallas County after council votes 6-1

The Rowlett City Council voted to approve a resolution renewing an interlocal agreement with Dallas County to provide fire and emergency medical services to adjacent unincorporated areas, a measure that passed 6-1 with Council Member Gibbs opposed.
Chief Gauthier recapped the pilot period and the city's experience: "During the performance of this contract, the Rowlett fire department responded to 231 calls for service in the unincorporated areas," he said, describing a mix of EMS and fire incidents and noting the average of about 10 calls per month, which was lower than the 20-per-month projection in the original agreement.
The county requested a renewal through Sept. 30, 2028 with two additional one-year renewal options and included a $100 per-response increase for fire- and EMS-based calls. Chief Gauthier said Dallas County has brought payments up to date and that revenue collected to date totaled around $171,000 (approximately $125,000 from the county and $46,000 from medical and fire billing).
The council's discussion touched on liability language in the agreement (Rowlett is responsible for negligent acts while responding in the county) and on reimbursement rates; staff said Dallas County preferred to keep liability and reimbursement language consistent with other agreements.
Why it matters: the agreement extends Rowlett's operational footprint and generates modest revenue, but it also exposes the city to potential liability when responding outside city limits; the council weighed those trade-offs prior to the 6-1 vote.
What's next: staff will complete the paperwork for the renewed interlocal agreement and implement the approved billing adjustments described in the presentation.
