After reviewing an engineer's assessment and cost estimates, the Rowlett City Council on Jan. 20 authorized replacement of screening walls and subdivision entrance features in Lake Bend Estates using single-width brick.
Staff presented a condition assessment for Group A screening walls and recommended full replacement of the Lake Bend Estates walls because of extensive cracking, loose caps and leaning sections. The engineer provided unit-cost estimates and prioritized defects by severity; staff also offered alternate materials (long-span precast, stamped precast and cedar fencing) and comparative per-linear-foot pricing.
Council members asked questions about durability in Rowlett’s clay soils, whether precast sections could be reinforced, and the city’s capacity to perform work in-house. Staff emphasized that foundation and installation design are the principal drivers of long-term performance and recommended an engineered foundation and contractor installation regardless of material choice.
Councilmember Shoop moved to authorize the city manager to proceed with all steps necessary for replacement of the screening walls and subdivision entrance features at Lake Bend Estates using single-width brick; Councilmember Bowers seconded. The motion carried unanimously. Staff will work with the engineer to finalize design, procure materials and initiate replacement under the prioritized schedule.
What happens next: staff will instruct the engineer to produce construction-level foundation designs for the brick replacement and will return with procurement and schedule details for the council and the public.
