House Finance Subcommittee adopts FY27 BA reports for Department of Military and Veterans Affairs

The Alaska House Finance Subcommittee for the Department of Military and Veterans Affairs adopted the committee BA (budget action) report for the agency’s fiscal year 2027 operating budget on Thursday after a staff briefing and brief discussion.
Representative Eisheid moved to adopt the proposal as reflected in the committee’s BA report, and Chair Foster briefly objected to allow discussion. Brody Anderson, staff to Representative Foster, reviewed the BA sheet for the committee before the objection was withdrawn and the motion carried by voice when no further objections were raised.
Anderson told the committee the House subcommittee’s closeout matches the governor’s amended request on key fund totals: unrestricted general funds of $18,554,400 and a DGF amount reported as $1,100, with federal authorizations reported at $36,379,800. He said those figures produce a total comparable to the governor’s budget of $69,747,800. Anderson also reported position counts of 283 full‑time employees, zero permanent part‑time positions and three temporary positions, for a total of 286 positions; the subcommittee made no changes to position counts from the governor’s amended budget.
The subcommittee authorized five transactions in the BA report. Anderson summarized the changes: item 1 adds two full‑time program manager positions for public protection and infrastructure support (federally funded); items 2 and 3 fund implementation of a department‑wide classification study (item 2 reported as $49,000 total with approximately $16,300 in general funds; item 3 reported at about $25,500 with roughly $12,700 in general funds and $12,800 in CIP receipt authority); item 4 adds two federal‑funded environmental program specialist positions for Army Guard facility maintenance; and item 5 removes general fund program receipt authority because of uncollected rental fees, a DGF decrement of $27,400.
“For the record, my name is Brody Anderson. Staff to Representative Foster,” Anderson said as he began the walkthrough. Chair Foster closed the meeting after the committee accepted the BA report and authorized the Legislative Finance Division to make any necessary technical or conforming changes; legislative finance reports will be forthcoming.
The subcommittee convened at 9:07 a.m. and adjourned at 9:16 a.m.
