Douglas County signs IGA with Lone Tree to advance I‑25/Lincoln Avenue preconstruction work

Douglas County commissioners approved an intergovernmental agreement (IGA) with the City of Lone Tree to advance preconstruction activities for the I‑25/Lincoln Avenue traffic and mobility improvement project (project CI2019‑014).
Art Griffith presented the project background, describing early‑action elements that include a bike/pedestrian facility on the south side of Lincoln from Park Meadows Drive to Havana and potential extensions toward Coventry. Griffith said staff expects early‑action construction to begin in 2027 and estimated the early‑action preconstruction work at roughly $3,000,000, split in the proposal as $1,000,000 from Douglas County, $1,000,000 from Lone Tree, and $1,000,000 from DRCOG (the Denver Regional Council of Governments). He also described a broader funding target of about $20,000,000 for the larger set of improvements and said the bike/ped element could be completed in approximately 15 months (targeted for 2028 completion for the bike/ped early action work).
"So in order to do that, we're advancing an IGA with the city ... The efforts are estimated to be around 3,000,000, so, 1,000,000 from Douglas County, 1,000,000 from Lone Tree, 1,000,000 from DRCOG," Griffith said. He added that DRCOG may contribute up to $2,000,000 and that unspent funds could be carried into construction.
Commissioners voiced support and gratitude to staff and to Lone Tree city partners. After public comment was not requested, the board moved and seconded the IGA and approved it for signature.
Next steps: staff will proceed with the IGA execution and continue design and funding coordination with Lone Tree and regional partners.
