Staff explained that $7.3 million previously earmarked for Liberty Grove reconstruction had been moved in July into the Merritt Road fund and that the proposal would use portions of those balances plus Zone 1 roadway impact fees and water/sewer reserves to bridge current shortfalls. Council members raised concerns about using emergency reserves and about whether impact fees should be restricted for adjacent neighborhood needs.
After extended questions from the dais and requests to involve regional partners (TxDOT, COG) on multi‑agency projects, the council voted unanimously to postpone the item to a future regular meeting and requested a detailed work session to review proposed transfers and alternatives.
