Council hears Fish Camp PUD marina expansion; members press for titling, applicant absent and item tabled

City planning staff presented a proposed minor amendment to the Fish Camp Landing Planned Unit Development intended to update the marina plan and regularize existing and proposed boat slips.
The staff presentation said the original 2000 PUD plan showed 19 slips, there are roughly 30 slips now, and this proposal would add about 22 more for 52 total. The presenter said the marina would be residential in nature, with “one slip per unit,” and not intended for commercial rental use.
Council members pressed planning staff on several operational points: how many slips were added after the original plan and when those additions occurred, whether the slips would be titled to individual units, and whether rules would permit renting of slips. Planning staff told the council that some slips were likely added prior to 2010 (based on aerials) and that an updated marina plan is needed to reconcile the record. Council members repeatedly asked that the applicant attend the next meeting to answer titling and rental-status questions.
Mayor Kenan and other members emphasized they would prefer titling slips to units if the PUD is approved. Because key clarifications were missing and no applicant representative was available to answer questions, the council took no action at first reading and agreed to carry the item forward to the next meeting, asking staff to notify the applicant.
Next steps: staff will request that the applicant attend the council’s second reading to provide details on historic slip additions, titling, and rental policy.
