Orange Beach council approves resurfacing contract, school safety funds and multiple vendor agreements

The Orange Beach City Council on Oct. 15 approved a series of resolutions covering public works, public safety and professional services.
The council voted to award the 2024 roadway resurfacing contract to Asphalt Services for $609,777 and adopted a $30,000 appropriation to the Orange Beach Board of Education for front-entry safety enhancements. The council also authorized purchases and agreements including a video surveillance system for the batting cages ($14,960.17), engineering services with Gunn & Associates, a task order for pickleball court lighting not to exceed $15,900, and a reimbursement agreement related to water and sewer line construction involving the Orange Beach Water, Sewer and Fire Protection Authority.
Mayor Kenan framed the package as routine maintenance and partnership-oriented spending. “We want to show our commitment as a city to the safety of our schools and as a partner with the school team,” he said as the school funding resolution was discussed.
Council members routinely moved and seconded the resolutions; most passed by voice vote. The council recorded one abstention during certification of cash requirements earlier in the meeting.
The meeting also included the second-reading vote on an annexation ordinance for the Gatlin property; during the roll call the members present each recorded “No,” so the annexation did not pass at second reading.
Other administrative actions approved included authorization for the mayor to negotiate purchase of real property, authorization to deploy a disaster recovery team to Lake Lure and Chimney Rock, N.C., following Hurricane Helene, and a task order with Sawgrass Consulting for boundary surveys not to exceed $12,500. Council discussion around several items addressed which parcels the Sawgrass surveys will cover and clarified that the Motorola portable radio purchase for the fire department is largely grant-funded with a local share of roughly 5 percent.
The meeting closed after routine announcements and a brief Committee of the Whole session.
