Orange Beach council adopts package of routine resolutions, approves island dredging plan and ordinances

The Orange Beach City Council met on Dec. 17 and approved a slate of resolutions and procurement actions, recognized local honorees, and heard a coastal-restoration presentation that described planned dredging on Robinson Island.
The council presented certificates to Eagle Scouts Evan Chase and Daniel Flowers and recognized Dr. Mary Catherine Law for leadership at Orange Beach City School and recently earning a doctoral degree. "We're so happy to be in Orange Beach," the honoree said in brief remarks following the presentation.
On routine business the council approved the meeting agenda and previous minutes, certified cash requirements as within budget, and moved through a series of resolutions adopting contracts and purchase awards. Actions approved included amendments and new agreements for grant writing and program administration (Encompass360), professional services and retainer agreements (Vince Koyak Associates, Bob Riley Associates, Chris Litton), intergovernmental agreements and medical services contracts, and purchases for public-safety and public-works equipment.
Council members also approved funding and program actions with environmental and community impact: the council appropriated $75,000 to the Gulf Shores Airport Authority, adopted a second amendment to a National Audubon Society stewardship grant for beach-nesting bird habitat, approved a second amendment related to an Alabama Department of Conservation sea-turtle triage and restoration project, and approved a Restore Act subaward amendment to expand the Orange Beach Wildlife Rehabilitation & Education Program.
On public safety and municipal operations the council authorized the purchase of cardiac monitors/defibrillators for the fire department, awarded bids for vehicles and equipment (including personal watercraft and a police vehicle), and approved a lifeguard tower purchase of $88,810; the lifeguard tower resolution recorded one dissenting "nay" vote but carried.
Council members also moved to remove the adoption of Appendix M from the 2021 International Fire Code for the city (an ordinance change discussed as a way to avoid imposing expensive retroactive sprinkler retrofit requirements on condominium owners). The mayor characterized the ordinance as an effort to avoid placing "a burden our condominium owners" with what the council said would have been a costly retrofit requirement.
Philip West, coast research director, briefed the council on a Nature Conservancy right-of-entry proposal for dredging and beach-restoration work on Robinson and Walker islands. West said the project would dredge shoal material from the northeast side of the island and place it on the west side, "probably gonna add about 4 acres of beach area," and that crews hope to begin in early January and complete most work by spring break. He said operations would be limited to daylight hours to reduce noise.
The meeting included community announcements (including a community caroling event and an update that an Estuary program had earned national designation pending final signature). The council adjourned after moving through the agenda's remaining items.
