Frank Doldo introduced a purchasing oversight manual intended to cure FTA triennial review deficiencies by documenting county oversight of TCAT procurement while preserving TCAT's separate procurement operations. "The purpose of this oversight manual is that... the county have its own policy to assure TCAT's compliance with FTA regulations," a county attorney (Maury) said while describing the effort to avoid imposing the county's procurement rules directly on TCAT.
The committee also adopted a county Disadvantaged Business Enterprise (DBE) program plan required to restore FTA compliance; staff described that the updated DBE plan is now aligned with current federal guidance focusing outreach on smaller businesses. The committee adopted an annual resolution listing designated officers and employees required to file financial-disclosure forms; staff said a few title changes were made and will circulate the filing link to affected employees.
All three items were moved, seconded and approved by voice vote; staff will submit the TCAT oversight manual and DBE plan to the FTA as required.
