Chris Manguso of community development presented the request, describing site constraints that pushed the well and septic locations closer to property lines and noting a written letter from the adjacent Lot 15 owner expressing no objection. "This request is to allow for a variance to the OWTS regulations," Manguso said, adding that staff recommended approval because the rear of the property abuts a 26-acre parcel and nearby owners signed off.
Commissioners discussed the site map and the unusual circumstances that justified a waiver of the setback. One commissioner called attention to the neighbor's letter of support as the most important factor. The board then moved to grant the variance for the property listed as Lot 13A, Block 6, Alpine Park Subdivision (341 County Road 876) and voted in favor.
The approval allows the property owner to proceed with an on-site wastewater treatment system in the northeast corner of the lot as presented to staff. The hearing record includes the neighbor's letter and the community development recommendation; staff noted the owners already hold building and septic permits.
