The Elbert County Board of County Commissioners approved the Schrag rezone (RZ2025-0007) on a voice vote after a staff presentation and remarks from the applicant team.
Kelsey Lanham of the Elbert County Planning Department presented the application, saying the subject parcel at 30200 County Road 5 is just under 40 acres and is currently zoned Agriculture. The applicant seeks rezoning to Agriculture Residential (AR) to allow future residential division with a 10-acre minimum lot size under the AR standard. Lanham told the board the Planning Commission recommended approval 8–1 and that the project went through one review cycle; referral agencies returned no outstanding objections but the Division of Water Resources noted concerns about adequate water supply for future development if the applicant proceeds with land division.
An applicant representative told the board they had resubmitted a minor-plat revision intended to limit shared use of a 1980 easement so that the existing easement would continue to serve the current resident (identified in materials as Miss Clark) and the applicant, while new lots would be accessed via a different route. The applicant said Miss Clark had been informed and was comfortable with the revised access arrangements after staff and applicant outreach.
A commissioner moved to approve the rezone as presented, with conditions summarized by staff: the rezone exhibit must comply with county standards prior to recordation; signs must be removed within one week (with removal enforcement noted); the rezone will not become effective until fees are paid, conditions are met and the rezone is recorded; and all documentation must be recorded within 180 days of BOCC approval. The motion was seconded and approved by voice vote.
The public hearing on the Schrag rezone was then closed. The board did not record individual roll-call votes in the transcript excerpt but approved the motion by unanimous vocal affirmation of those present.
