Elbert County commissioners adopt updated fleet policy, appoint advisory board member and authorize clerk to sign election agreements

The Elbert County Board of County Commissioners took three administrative actions on Feb. 25.
Fleet policy: Ethan Ease, the county fleet manager, summarized modest changes to the proposed fleet management policy, including giving the county manager discretion to determine whether a motor vehicle record (MVR) is "unsatisfactory" based on nature, severity, frequency and recency of violations; mileage thresholds for replacement; and incorporation of a fleet pool vehicle policy. "An MVR may be deemed unsatisfactory based on nature severity, frequency, and recency of violations," Ease said, and the policy text now reads that determinations shall be made at the discretion of the county manager. A commissioner moved to adopt the updated policy and the board voted unanimously in favor; the motion carried.
Board appointment: The board considered appointing Andrew Montesi to the Noxious Weed Advisory Board. Commissioners praised his resume and willingness to volunteer. The chair noted a recorded past contract between a company associated with Montesi (R. Rick Lawn and Tree) and the county in 2025 and asked Montesi to be mindful of that potential conflict of interest going forward. The board moved and unanimously approved the appointment.
Election IGAs/MOUs authorization (Resolution 26, TBD): Rhonda Braun, Elbert County Clerk and Recorder, explained that annual authorization for the clerk to sign election-related intergovernmental agreements and memoranda of understanding streamlines compliance with statutory deadlines when board meeting timing does not align with elections deadlines. Commissioners moved to approve the resolution authorizing the clerk to sign IGAs and MOUs; the motion passed unanimously.
Vote tallies: Each of the three actions passed by unanimous voice vote (recorded as 'aye' by the board at the meeting); no recorded no votes, abstentions or recusals were entered.
What’s next: The board did not attach additional conditions to the fleet policy or the appointment beyond the noted potential conflict; the clerk will continue to execute IGAs/MOUs as needed to meet election deadlines.
