Change order approved for Big Valley EMS Station; county says eHealth grant will cover extra costs

Grand County commissioners on Feb. 3 approved a change order that expands the low-voltage, audio/video and IT scope for the Big Valley EMS Station project by $255,506.41 above the originally budgeted $327,021.
Jeff Hickman, county project manager, explained the higher cost reflects additional needs for a public meeting space, increased access control points, intercom/video at public entrances and additional cabling and raceways. "The total budget amount that we had budgeted was $327,021 for those three systems together," Hickman said, and the change order represents work required to serve a larger facility than the comparable project used to estimate costs.
Chief Wingate reported the county received a $500,000 Office of eHealth Innovation grant that will cover the change order and an additional $93,649 of IT infrastructure costs. "There are no strings attached to this grant other than... measures and metrics we have to meet to show that we're spending the money on what we said," Wingate told commissioners.
Commissioners approved the change order and asked staff to confirm whether contingency funds will be used temporarily and to document grant reimbursements and accounting procedures. Hickman said the additional scope is largely scalable and designed to be future-proofed with accessible ceiling raceways and a five-year license for cloud-based camera services included in the price.
The project team said the change order should not delay the overall construction schedule beyond minor adjustments; staff will return with accounting details and any required contract amendments to reflect grant reimbursements.
