County approves $124,364 police e-ticketing addendum and $331,740 virtualization contract

Grand County commissioners on Dec. 23 approved two procurement items: a purchase addendum with Motorola Solutions for third-party electronic ticketing software and a services contract with Trace3 Government for a new virtualization platform.

Lieutenant Aaron Trainor (speaker 14) told the board the Motorola addendum covers software and licenses for electronic citations at a total cost of $124,364.21, with partner agencies billed for their shares. Trainor said the county will pay from the traffic citation surcharge and that the group-buy approach reduces per-unit cost. "All in all, this comes out to about $1,500 per unit," he said, and estimated that electronic ticketing could cut citation processing from about 20 minutes to roughly two minutes for a single citation.

Thomas Johnson, Grand County's IT Director (speaker 15), presented a $331,739.57 contract with Trace3 Government for a Nutanix virtualization platform to replace end-of-life infrastructure and provide disaster-recovery capability. Johnson said the contract includes hardware, licensing and professional services and that the county expects to sign via DocuSign and begin work in early 2026. Commissioners asked about term and implementation; Johnson said the work is budgeted and described the arrangement as a five-year licensing arrangement for software components.

Both motions to approve the Motorola addendum and the Trace3 services contract passed and the chair was authorized to sign applicable documents. County staff said Motorola charges would be billed to partner agencies for their shares and virtualization costs had been budgeted for 2026.
