Gallatin County accepts recommendation for treatment-court mental health provider

The Gallatin County Commission on Sept. 30 accepted a contract recommendation to name Chaplin Counseling LLC, operated by Sandra Stacy Jessup Lyons, as the mental health provider for the county’s treatment court.
Court Services Director Steve said Lyons, who has been a member of the treatment court team for five years, is a licensed addictions counselor and recently obtained a license as a clinical social worker. He told commissioners the county opened competitive proposals and received Lyons’s submission on Sept. 9.
The recommendation included Lyons’s proposed rates: $150 for a psychiatric-diagnosis evaluation, $100 for a 60-minute psychotherapy session, $50 for a 30-minute session, $100 per hour for group psychotherapy and $57.20 per hour for collaborative consultation and case management. Director Steve said Gallatin County Court Services has $25,000 budgeted for those services in FY2026 and staff plans to return with a formal contract in one to two weeks.
Commissioner (S4) moved to accept the contract recommendation and notice of award; Chair Boyer (S1) seconded. The commission voted in favor and the motion passed.
The action was procedural: the commission accepted the recommendation and directed staff to bring a contract back for signature. The commission did not finalize the contract terms at the meeting.
