Nags Head staff to rewrite park-use and crowd-gathering rules aiming for Jan. 1 implementation

Town staff told the Board of Commissioners they will undertake a multi-month review of the town code governing crowd-gathering permits and park-use policies to better manage large events and the town resources they require.

Andy said the chapter “hasn't been updated in a long time” and staff plan to research and recommend changes to reflect current practice, including possible fee adjustments when town resources (police, public services) are used to support private events. He said staff will also examine internal permit processes and consider increasing town presence at larger events. Andy told the board the goal is to complete work by the end of the calendar year so any ordinance and updated application packets can be in effect by Jan. 1.

Commissioners flagged major events that significantly tax town resources — including the St. Patrick’s Day parade — and urged staff to involve the Visitors Bureau and other stakeholders during the review. Commissioners emphasized early notice for applicants if the town plans to change permit requirements or packet distribution.
