Manguso said the applicant had 13 sewer taps from 3 Lakes Water and Sanitation District and that staff would require a detailed site plan, marked camping spaces, porta‑potties and a timeline for removal of derelict trailers and tires as permit conditions.
Neighbor testimony was strongly mixed. Several nearby property owners — including Patty McCallum, who said she has filed multiple complaints — urged denial or stronger enforcement: "They have violated many violations that Grand County refuses to enforce," she told the commissioners. Stan Spencer and others asked for firm timelines and CDOT verification for accesses. Applicant Chance Schaffner said he was working to remove derelict trailers and tires and that he wanted the site to be "a family oriented RV slash camping place" and that he would continue cleanup efforts.
After discussion and two added conditions (change of fire inspection to an independent Grand Fire inspection and a CDOT contact and access‑resolution timeline), the board approved the one‑year SUP with conditions requiring a plan within 60 days and full removal/timetable incorporated into the permit for completion within the year. Staff will verify compliance and the board said failure to meet conditions could lead to revocation and enforcement.
