Grand County approves reallocation of Open Lands, Rivers and Trails administrative surplus

Finance Director Selena Bell asked the Board of County Commissioners to authorize the reallocation of administrative surpluses in the county's Open Lands, Rivers and Trails funds so more revenue is directed to trail maintenance, wildfire mitigation, and lands-and-rivers conservation. Bell said the funds were administrative fees that had accumulated and that the redistribution "won't affect the fund balance" because money would remain in the program but be moved into different program "buckets" to make it available for projects.

Bell said the county currently holds $653,000 in administrative fees and proposed taking $323,000 from the 2016 ballot fund and reallocating $155,000 from the 2023 ballot fund, retaining enough to cover this year's professional services and treasurer fees. She described different percentage splits for older and newer ballot funds and told commissioners the change would make previously restricted uses available for high-priority work such as trail maintenance and wildfire mitigation.

Commissioners asked whether the reallocation would be a one-time change or an annual process. Bell replied that it could be recurring if administrative-fee balances continue to build, and commissioners discussed timing and the practical effect on budgeting.

A commissioner moved to authorize the redistribution as described by the finance director; the board voted in favor. Immediately afterward, Bell presented the weekly voucher packet totaling $463,964.53, including payments to Grand County Housing Authority ($131,070.91) and bulk fuel and service providers. A motion to approve payment of the vouchers for release on Feb. 18 passed unanimously.

The board did not change fund balances or cut program allocations; the action reallocated administrative-fee dollars within the Open Lands, Rivers and Trails program to make funds available for prioritized uses.
