The Effingham County Board of Commissioners on March 3 approved a package of routine and planning items, including code amendments, conditional‑use permits for small businesses, a memorandum of understanding with the county chamber of commerce, and an omnibus fiscal‑year 2026 budget amendment.
Among the zoning and land‑use actions, the board completed second readings of amendments to the county code covering tree preservation, open burning, and family cemeteries. Planning staff said the tree preservation steering committee will begin meeting March 11; Pamela Melser, director of development services, said the first steering meeting is scheduled and about 20 citizens had pledged to attend.
The board approved a conditional use for a small on‑site farm stand requested by Barbara Alday, who told commissioners she expects about five to six customers per day and will sell on‑site produce and honey. Jennifer Rose, planner 1, described staff conditions (occupational tax certificate, encroachment permit approval for any new road access, designated hours and temporary sign allowances). The board also approved a conditional use for a cottage baking operation presented in staff materials (applicant listed as Nicole Leithauser); the health department inspected septic for that site and staff recommended conditions consistent with cottage food law.
On the large public hearing about rezoning a roughly 8.37‑acre parcel on Mill Pond Road (applicant Salvador Figueroa), commissioners and staff discussed wetlands, access and buffers and asked for clearer engineering evidence about access via an Ebenezer Road easement. After questioning the applicant and discussing potential mitigation costs and traffic/access concerns, the board voted to table the rezoning to the next meeting (March 17) to allow the applicant to return with his engineer and supporting delineation paperwork.
Other approvals included an annual memorandum of understanding with the Effingham County Chamber of Commerce for economic development services, acceptance of a property donation for Patriots Point, multiple construction and procurement approvals for county facilities, and resolution 026‑006, an omnibus budget amendment presented by finance director Mark Barnes that included adjustments to road project budgets. Human resources changes — a new customer support job description and a small update to paid‑time‑off language to specifically include mother/father‑in‑law — were also approved.
Next steps: the board will reconvene March 17, when staff and applicants can return on tabled items; staff will also proceed to finalize contractual paperwork for awards and development agreements approved at the March 3 meeting.
