Gallatin County Commission approves consent items, appointments and multiple resolutions including polling-place and pathway agreements

The Gallatin County Commission approved a slate of routine and itemized actions during its Feb. 10, 2026 public meeting.
Commissioners approved the consent agenda, which included claims and warrants totaling $1,472,834.45 and several contract and grant items (including a $34,472,572 BUILD grant application and a VOCA victim witness advocate grant request for $250,000). Commissioner (mover) moved and the Chair seconded; the consent agenda passed 2-0.
The commission appointed Malcolm Horn to the Mental Health Local Advisory Council for a term expiring July 31, 2030 after Horn (the applicant) expressed his interest. Treasurer Maureen Horton presented the November 2025 treasurer's report, noting over 6,800 motor vehicle transactions in November, a new First Interstate Bank account to which she currently lacks access, and one remaining vacancy in motor vehicle services; the commission accepted the report 2-0.
The commission approved resolution 2026-012 to cancel the Feb. 24 and March 3 public meetings because of a lack of quorum; they also approved resolution 2026-013 to amend the FY 2026 capital projects fund and reallocate $52,551 in vehicle-sale revenue to the sheriff/public safety budgets. Both resolutions passed by voice vote, 2-0.
County Clerk and Recorder Eric Semrad proposed relocating polling places for Precincts 60C and 60D in Big Sky from the Water and Sewer District to the Base Community Center for space and ADA reasons; Paul Conrad, chief judge at Big Sky, supported the move. The commission approved resolution 2026-014 to designate the Base Community Center as the polling location for those precincts, citing better capacity and accessibility.
The board accepted a staff-recommended improvements agreement for Bozeman 11 RE 2 LLC to construct a commuter pathway adjacent to Huffine Lane at Lot 2 of Minor Subdivision 418. Staff said the applicant proposes a financial guarantee of $90,240 (150% of the estimated improvements cost) and a target completion date of June 30, 2026; commissioners probed timing, Army Corps permitting for wetlands mitigation and coordination with county pathway grant schedules before approving the agreement 2-0.
Several zoning text amendments to conform to state law on ADUs (Rees Creek, Bridal Cottonwood, and South Cottonwood Canyon) were adopted or continued as noted in the earlier article; motions passed 2-0. One item affecting the natural-resources zone was continued to the March 10 meeting to allow a clarifying notice and public input.
All formal votes recorded in the transcript passed by voice vote with a 2-0 tally; no roll-call vote with member names was recorded. The commission adjourned at the close of the agenda.
