Staff described the plat for approximately 10.28 acres and seven single‑family lots, explaining the request and drawing attention to subdivision rules that generally require public streets, sidewalks and conforming street dimensions. Applicant John Sharkey and his representatives said they sought a private road and gate to match local gated neighborhoods and argued a gate would not increase city infrastructure obligations because the street would be constructed to city dimensions.
Neighbors, including Milton Veltman who lives nearby, urged caution; Veltman said he has observed significant increases in traffic and described Dove Road as narrow and potentially unsafe if additional homes are added without improvements. Several commissioners asked staff to confirm whether sidewalks or future capital projects were scheduled for Dove Road; staff said none were on the immediate schedule but agreed to check capital plans.
After discussion, a commissioner moved to approve the preliminary plat subject to the staff report and revised plat review summary, and specifically to deny the variance request for a private gated street; the commission adopted that motion. The approval requires the developer to meet standard street and infrastructure dimensions and denied the private‑street variance.
Next steps: The developer will proceed with platting and construction‑plan submittal under the conditions of approval; any future request to convert the street to private or gated access would require a variance or separate approval process and likely petitioning of homeowners as required by the subdivision ordinance.
