County appoints consultant for FEMA boat‑ramp project, hears fire‑station and road updates

Union County commissioners unanimously approved appointing Kimberly Horn from Continued Services to help with design and permitting on a FEMA boat‑ramp project and expedite bid documents, after staff said the FEMA scope now reads more like a material list and will require design detail and water‑district permits.
Mr. Williams told the board that once the county has an engineered scope of work, the firm can also prepare a rough cost estimate to guide whether the county needs to seek a FEMA scope change or extension. "I've asked the board for consideration of appoint(ing) Kimberly Horn from Continued Services to help with that," he said. The commission voted to appoint the consultant and asked staff to work with the clerk and road department to prepare bid documents.
Staff also reported that framing work for a new fire station is set to begin within about two weeks and that a design meeting for a proposed baseball field is scheduled with a consultant on Thursday. The county confirmed a detour for CR 238 will begin Jan. 12; residents on the affected strip will retain local access, and the county will coordinate signage with the sheriff’s office and FDOT.
Commissioners requested that staff coordinate with FEMA if project costs diverge substantially from FEMA’s estimates and to request an extension for any conflicting deadlines. No formal vote was required on the road detour or fire‑station update; the consultant appointment passed on the record.
