"All we are doing is moving money within the EMS fund to three different funding sources ... reappropriating funds to make our life easy by keeping them on separate GLs," the official said during the discussion.
Commissioners emphasized the shift would not move money out of board‑designated line items without additional approval. One commissioner said department staff should notify the board when funds are shifted so commissioners are aware of midyear changes. The board also approved a companion motion restricting staff authority to transfers within pre‑budgeted salary and benefit line types (salary→salary, benefit→benefit) while reserving moves into or out of salary lines for board action.
The motions were made on the record and passed unanimously. The county said it will present any changes that exceed previously designated line‑item budgets or that reflect newly available revenue to the commission for further action.
Next steps: county staff will implement the new GL lines, the clerk will track intra‑fund moves for board packets, and the EMS director will continue to prepare reports for quarterly audits and the board.
