Union County grants 10-week extension to courthouse contractor after scheduling and material delays

Union County commissioners voted Feb. 2 to grant a time extension to BS Robinson Contracting for the courthouse construction contract, saying the change was needed to address sequencing and material lead-time issues.
County coordinator Jimmy Williams presented the contractor's request, explaining the contractor elected to sequence some entrances and footers separately and needed additional time to order and receive costly handrails and accessible doors. A representative for the contractor described steps taken and said certain trades and items have multi-week lead times, adding that completing glass and door installations would trigger the final steps.
Commissioners questioned whether earlier planning had anticipated the schedule and whether the temporary ramp and public access issues warranted a shorter timeline. One commissioner noted the original 120-day schedule was optimistic. The contractor and staff outlined mitigation steps, including an engineer meeting to resolve open questions and immediate notification to the board if ADA compliance requirements force further changes.
After discussion, a commissioner moved to allow the contractor a 10-week extension from the date of the meeting (bringing the contract to an 18-week extension in total); the board approved the extension unanimously and requested routine progress updates from staff and the contractor.
The board required the contractor to inform staff and the committee immediately if ADA door or handrail changes affect the timeline or cost, and asked staff to keep commissioners individually updated on the project schedule.
