Falls Church authorizes shared‑mobility pilot, staff cites May–June launch window

The Falls Church City Council voted unanimously on March 9, 2026, to adopt TR 26‑07, authorizing a shared mobility devices pilot and directing staff to proceed with the application process for operators.

Transportation staffer Kurt Lawrence said the MOA and program documents are now attached directly to the resolution and reiterated that the city will have authority to set no‑ride zones, no‑park zones and slow‑ride areas. He described planned outreach and noted staff will meet with school officials before scooters appear on streets.

“For example, our sidewalk practices: we want people to go lower speed, 6 miles an hour on the sidewalks, when compared to the street,” Lawrence said, describing user messages included in operator apps and planned public communications (newsletter, social media, press release).

Councilmembers asked about enforcement for complaints (sidewalk riding, pedestrian conflicts); Lawrence said residents can file complaints with the city and the city can work with operators to address repeat offenders, or the public may contact the police non‑emergency number. He also said operators pay local taxes similar to neighboring jurisdictions and reiterated the anticipated launch window: May or June, with July as the latest estimate.

Council approved the resolution by roll call (7–0). Staff will advertise the request for applications to operators and prepare communications materials before a launch.

Next steps: issue the operator request for applications, coordinate with schools on pre‑launch safety work and launch the pilot if responses meet program requirements.
