Paradise council opens 30-day public comment on CDBG plan, adopts $70,000 amendment for housing

The council opened a 30-day comment period on the CDBG annual plan (comments due April 10) and approved a $70,000 substantial amendment to move funds into housing programs such as first-time homebuyer and owner-occupied rehab.
Colette Curtis, Recovery and Economic Development Director, told the council the second public hearing on the CDBG annual plan would remain open for 30 days until April 10 to invite comments on the draft in the agenda packet. "We have to go through this process every year to receive our annual allocation, which at this point is around $50,000 per year," Curtis said.
Curtis also presented a proposed substantial amendment to the 2024-25 CDBG annual action plans to reallocate funds that cannot be spent in their original allocations into housing programs that can be implemented more quickly. She said the town proposes moving $70,000 into housing activities, including a first-time homebuyer program and owner-occupied rehab. "We have determined these funds cannot be spent within the time frame," Curtis said.
After no public speakers on the amendment, Council member Boland moved approval and the council adopted the amendment by roll-call vote.
The comment period will remain open through April 10; staff will bring a final plan back to council for adoption and submittal to the U.S. Department of Housing and Urban Development.
