The Lewiston Planning Board on March 11 approved a development review application from Bates College to replace the existing connector between the Alumni Gym and the Gray Cage with an approximately 14,350‑square‑foot fitness and well‑being center at 130 Central Ave.
Bates treasurer Jeffrey Swift told the board the project is “critically important for the Bates College campus,” saying the facility will serve students, faculty and staff and that recent philanthropic support makes construction possible. City staff described the project as a permitted athletic facility in the institutional office district and outlined site improvements including landscaping, dark‑sky‑compliant lighting, pedestrian and vehicle access changes, an underground stormwater treatment system and new utility connections.
Board members asked staff and the applicant about parking, impervious‑area figures and coordination with upcoming city street work on Central Avenue. City engineer Jeff Boley said the repaving contract is out to bid for summer construction and that the city has coordinated schedule and curb‑line work so sidewalk and utility work tied to the project can proceed without delaying the road paving.
The board’s approval carries five conditions mirroring staff recommendations: submission and recording of a post‑construction stormwater management performance guarantee; a performance guarantee for proposed improvements within the Central Avenue right‑of‑way; required erosion‑control inspections during construction; permanent site stabilization prior to issuance of a certificate of occupancy (or a performance bond); and a professional engineer’s stamped statement that site improvements match the approved plans.
Michael Marcotte made the motion to approve; on roll call the motion passed and the board recorded the approval. The board thanked the applicants and staff; work will proceed according to the conditions attached to the approval.
