Landfill leachate monitoring, conservation grants and a proposed cold-storage building discussed

Conservation and public-works items took up substantial discussion at the March 9 Chickasaw County supervisors meeting.
Conservation staff reported continued leachate sampling at the county landfill and said an engineering packet — including four years of monitoring data started in April 2022 — will be submitted to the Department of Natural Resources. The report recommends ceasing active leachate collection and continuing monitoring; staff said the DNR may require another year or two of monitoring before the county can remove or cap the collection tank. The county’s landfill fund balance was cited at about $338,000 and staff said a prior resolution set a target to keep the balance above $300,000.
The conservation director also outlined a timber-seedling project (22 acres) funded through a resiliency grant that must be spent by 2029, and described recent grant awards totaling $15,000 to improve an Airport Lake campsite with an ADA-compliant concrete pad, fire ring, picnic table and path to restrooms.
On capital projects, staff presented plans and a 2020 comparable bid for a proposed cold-storage building (60x120) and discussed tradeoffs — door sizes, sidewall height, concrete and dirt work, and architect requirements above statutory thresholds. The chair asked staff to refine specs and cost estimates so the board can decide whether to include capital funds in next year’s budget cycle.
What’s next: staff expects to return with the final engineering packet for the DNR, updated cost estimates for the cold-storage building, and any required bid/architect guidance for board review before authorizing construction.
