Board signs letters backing ATV club grant, St. Louis County solid-waste project and WCA rule reinstatement

At the March 10 meeting the Koochiching County Board approved several intergovernmental or grant-support items.
Tom Doherty, representing the Georgia County ATV Club, requested a letter of support for an FRTP equipment grant that would buy side-by-sides, trailers, a riding mower and an amphibious Argo to maintain the Blue Ox/Blue Hawk trail. Doherty described recent loss of the club president and asked the board to send a support letter; the board approved the request by motion.
Separately, staff presented the annual resolution for the board to serve as sponsor for DNR trail grants covering snowmobile, ski and ATV club trails in 2026–27; the resolution assigns county accountability to the state for grant expenditures. The board approved the sponsorship.
The board also agreed to sign a letter supporting St. Louis County’s legislative bonding request to design and build a Canyon solid-waste management campus intended to extend the life of the Virginia Regional Landfill and better serve the Duluth service area.
Finally, staff asked the board to support Lake of the Woods County’s request to reinstate the '8 out of 10' WCA exemption rule for tilled farmland; staff said the rule change before 2024 allowed exemption for land tilled 8 of the last 10 years, while the current rule requires USDA Farm Service Agency certification that many local farms do not have. The board approved supporting the reinstatement request.
Board members recorded unanimous support for the various letters and the sponsorship during the meeting.
