Safer Streets Richardson plan maps high-injury network, targets 50% reduction in serious crashes by 2050 and seeks public input

Consultants outlined the Safer Streets Richardson safety action plan at a public meeting, saying the effort uses police crash data to map a high-injury network and prioritize interventions aimed at reducing deaths and serious injuries.
At the meeting, Josh Peterman (consultant) said Richardson recorded 6,292 crashes between 2020 and 2024; 195 of those crashes were classified as serious or fatal. He reported the mode breakdown for serious and fatal crashes as 133 in cars, 27 pedestrians, 20 motorcyclists and 15 bicyclists. Peterman said those figures come from police crash reports consolidated through the Texas Department of Transportation (TxDOT) dataset.
Funding and goals
Peterman said the plan is funded through the U.S. Department of Transportation’s Safe Streets and Roads for All grant program and that it follows a collaborative, data-driven approach. The plan adopts a Vision Zero–informed goal of reducing deaths and serious injuries by 50% by 2050 while aiming ultimately for zero.
High-injury network and common crash types
The consultant described a high-injury network derived from mapped crash locations and severity; orange markers highlight bike and pedestrian severe-crash clusters, and blue lines show broader crash concentrations. Frequent crash types identified included failure-to-yield collisions, left-turn crashes at traffic signals and angle crashes on multi-lane arterials.
Public engagement and schedule
Peterman invited residents to review an interactive map and place stickers or complete a short QR-code survey to indicate locations of concern. He said the public engagement is under way, the safety toolkit work is in progress, the action plan will be developed later this fall and into 2026, and implementation planning is targeted to begin in 2026. He also mentioned a planned demonstration project on traffic-signal emergency preemption to be discussed at a future meeting.
