Agency finance report flags a dropped parcel, reserve payback and budget implications

At its Feb. 19 meeting, the Idaho Falls Urban Renewal Agency reviewed its monthly financial report and heard from staff that a parcel-level allocation error had been discovered that affected this year’s tax increment receipts.
Mark (identified by the chair) explained the agency receives lump-sum tax-increment-related OPA payments in January and July and that one parcel had been dropped from a district for approximately two years. That correction increased this year’s property tax receipts, and Mark advised the board that attempting to retroactively recapture prior allocations from multiple taxing districts would be complex and may not be worthwhile without detailed calculations.
Mark said Jacksonville Junction’s OPA payment this month was higher than normal because the board had previously directed a reserve payback; he identified the reserve payback amount as $235,000 and said the district would have roughly $81,000 remaining after the payment. He also said some districts (Pan Cari, East Bank, Anderson Bush, Stanley) lack completed conditions precedent for their OPAs so those funds are being held until eligibility steps are finished.
Board members asked how much could be recaptured and how much it would cost to get funds back. Mark responded he did not have exact figures but estimated "a few hundred thousand" and agreed to return with parcel-level data and a cost-benefit analysis at the next meeting. The agency approved the expenditures and finance report with a minor modification following the discussion.
